In New York City, for instance, teachers didnt get textbooks aligned to the new standards on time. In Massachusetts, teachers said their training was simply low quality. Across the country, teachers said that implementing a new set of standards and state tests at the same time as new high-stakes teacher evaluation systems was untenable. These challenges are one obvious potential reason for the results of Songs study.

The statewide transition from old standards to new standards is really a massive undertaking, said Song. Maybe the new standards are well designed with good potential, but to realize this potential requires a lot more.

The challenges may have been even steeper for states with standards that were very different than Common Core the group the study zeroes in on so its not entirely surprising their results are less positive.

Maybe theres chaos in the system, said Young of Student Achievement Partners. The negative results that they find is really just as much due to that happening.

But the results are not getting better over time, according to Songs research, so its hard to pin the findings on bad implementation.

That leaves Song puzzled. I dont have a good hypothesis for why the effects actually grow over time, she said. Thats something I didnt expect.

That basic notion is wrong. Simply having higher expectations is not enough to drive systemic improvement downstream. One of the most highly replicated findings of education research is that a good predictor of how much students will learn tomorrow is how much they know today. Studies of interventions that simply ratchet up expectations without regard for students prior knowledge have yielded disappointing results. The algebra for all policies of the 1990s and early 2000s placed many unprepared eighth graders in Algebra I courses. Opponents of the Common Core are a pretty varied group, as are supporters. There are some Republicans and right-leaning groups who support the Common Core and others who oppose it, particularly from the Tea Party.
